The San Francisco County Transportation Authority faces a $60 million gap in its long-term funding obligations to the $360 million Presidio Parkway phase II concession in California. The authority and the project company for the concession, Golden Link Partners, cannot sign a funding agreement, which is needed for financial close, until the shortfall is closed.
